RESIDENTIAL A customer's residential rate class is determined by the average monthly metered volume of water they use, shown below:

RESIDENTIAL 2 (R2) More than 3,200 cubic feet (32 CCF) up to 8,000 cubic feet (80 CCF)... $3.10 per CCF
RESIDENTIAL 3 (R3) More than 8,000 cubic feet (80 CCF) up to 24,000 cubic feet (240 CCF)... $2.73 per CCF

COMMERCIAL/INDUSTRIAL A commercial/industrial customer's rate class is determined by the average monthly metered volume of water they use, show below:

Monthly Sanitary Sewer Rates

Class I Customers (Residential) - per 100 cubic feet of water consumed $5.60 per CCF
Class II Customers - per 100 cubic feet of water consumed $7.78 per CCF
Class III Customers - per 100 cubic feet of water consumed $9.59 per CCF

Sprinkling Credit - Single family residential customers are also eligible for a reduction in their sewage costs if they water gardens or lawns, or fill swimming pools. The average use for the winter months is used to calculate the average usage. The customer is then changed no more than 1 above the average for their sewage.

Monthly Natural Gas Rates

There are three billing components in a monthly natural gas charge; a fixed charge, a per CCF commodity charge, and a per CCF Purchased Gas Adjustment (PGA) charge.

Purchase Gas Adjustment (PGA): The purchased gas adjustment (PGA) is used to adjust the retail price of gas to cover wholesale gas price fluctuations. It is calculated on a per CCF basis using the difference between the actual price of gas and the price that was assumed when the base rate was determined. It can be either a positive or negative value, and appears as a separate line item on the customer's bill.

Monthly Storm Water Rates

RESIDENTIAL:

Storm water fees are calculated based on the number of Equivalent Residential Units (ERU)s on a property. One ERU equals 1,708 square feet of impervious surface. 1,708 square feet is the average impervious surface area in Duluth for a single family home. All residential buildings are billed 1 ERU per living unit.

Single Family dwellings are billed 1 ERU of $6.08

ERU-R Multi-Family buildings that have 1 floor are billed 1 ERU per unit. The first ERU is billed at $6.08. A credit of $.75 per unit is given for additional units. Each additional ERU is billed at $5.33.
ERU-A Residential buildings that have 1-4 floors receive a credit of %.75 and a 40% discount. The first ERU is billed at $3.95. Each additional ERU is billed at $3.20.
ERU-B Residential buildings that have 5-9 floors receive a credit of $.75 and a 45% discount. The first ERU is billed at $3.68. Each additional ERU is billed at $2.93.
ERU-C Residential buildings that have more than 10 floors receive a credit of $.75 and a 50% discount. The first ERU is billed at $3.41. Each additional ERU is billed at $2.66.

COMMERCIAL/INDUSTRIAL:

Commercial/Industrial properties are billed based on the total square footage of impervious surface on the property (typically buildings and parking lots). The total impervious square footage of a commercial property is then converted to ERUs. For example, a medium-sized business might have a total impervious surface of 11,000 square feet. 11,000 sq. feet/1,708 sq. feet per ERU = 6.4 ERUs.

Monthly Clean Water Surcharge

Annual Safe Water Fee

$6.36

The State of Minnesota requires Comfort Systems to collect this fee each June and send the funds directly to the state. The funds are used by the State to do additional water testing as required by the U.S. EPA.

Monthly Street Lighting Charge

The street lighting utility will be phased out over the next few years and will be completely abolished as of 12/31/2019. The rates will decline annually.
