Sec. 48-3 Department authorized to establish regulations; regulations to be published
The department is hereby authorized to establish regulations not inconsistent with this Chapter. All such regulations shall be published in the official newspaper of the city ten days prior to going into effect and shall be available for examination and copying at the department's main office during normal business hours.
